At Richmond Residential Services, Inc. (RRSI), our Representative Payee Program is about more than managing money. It is about restoring stability, confidence, and peace of mind. Grounded in person-centered care, we provide trusted support that empowers individuals to live life on their own terms.

RRSI supports more than 200 individuals with diverse abilities, helping not only with finances but also by building a foundation for safe housing, access to healthcare, and renewed independence. For many, this support marks the turning point that ends homelessness, prevents eviction and creates the security needed to thrive in the community.

Beyond the Basics: Supporting Full Lives

We work closely with individuals, Support Coordinators, families, and providers to create sustainable budgets and long-term stability. Our support includes:

  • Creating and managing monthly budgets that reflect individual needs and choices
  • Ensuring rent and utilities are paid on time
  • Providing regular personal spending money through a prepaid debit card
  • Assisting with Medicaid, SNAP, and utility assistance applications
  • Setting up specialized resources such as ABLEnow accounts
  • Connecting individuals with additional supports through the Department of Social Services

Representative Payee FAQ

What is a Representative Payee?

A representative payee is a person or organization appointed by the Social Security Administration (SSA) to manage Social Security or SSI benefits for someone who cannot manage their own finances.

Who qualifies for Payee Services at RRSI?

We serve adults with disabilities or those aging in place who need support managing their benefits. We also support individuals experiencing or at risk of homelessness, often in partnership with local providers.

What does RRSI manage as a Representative Payee?

We handle monthly budgets, ensure rent and utilities are paid, coordinate with housing and medical providers, and help individuals maintain financial stability.

Will individuals still have personal spending money?

Yes. We ensure people receive personal spending money on a regular schedule, usually through a prepaid debit card.

Is there a fee for payee services?

Yes. The Social Security Administration allows an approved monthly fee (currently $55), which is taken directly from the benefit.

Does RRSI report to Social Security?

Yes. We are an SSA-approved payee organization and maintain detailed records, responding to all reporting and audit requirements.

Can you help someone experiencing homelessness?

Absolutely. Payee services are often the first step to securing housing and stability. Once appointed, we help individuals access safe housing, establish a budget, and connect with essential services.

Can someone transfer payee services to RRSI?

Yes. We work with the SSA and the individual to transfer services to RRSI when it is a better fit.

How long does it take to get approved?

Once we receive a referral and the required documents, we coordinate with SSA. The process typically takes a few weeks, depending on SSA timelines.
