Community Service Boards (CSBs)

Finding the right services often begins with your local Community Service Board (CSB).

In Virginia, CSBs are the entry point for Medicaid Waiver services such as the Community Living Waiver and the Family and Individual Supports (FIS) Waiver.

If you or a loved one is seeking support, your first step is to contact the CSB that serves the city or county where you live. A Support Coordinator will guide you through eligibility, assessments, and the application process.

First Steps

When you contact your local CSB, ask to speak with an Intake Worker or a Support Coordinator for Developmental Services. These professionals guide individuals and families through applying for Medicaid Waivers and other disability services.

Here are some helpful questions and statements for your first call:

  • “I would like to start the process of applying for a Developmental Disability Waiver, like the Community Living Waiver or the Family and Individual Supports (FIS) Waiver.”
  • “Can I speak with the Intake Worker or a Support Coordinator who can guide me through the next steps?”
  • “What are the next steps in the process?”

Understanding the Waiver Waiting List

It’s important to know that in Virginia, most individuals who apply for a Medicaid Waiver are placed on a statewide Waiting List (sometimes called the “Waiver Waiting List”). Because Waivers are limited, individuals are prioritized based on their level of need.

  • Priority levels: Your Support Coordinator will explain the priority categories (Priority 1, 2, or 3) and help determine where you fit.
  • What this means: Being on the Waiting List doesn’t mean you can’t get support — CSBs can still connect you to other community resources while you wait.
  • Why this matters: Even if services aren’t immediately available, getting on the Waiting List is a critical first step. It ensures your needs are documented and that you’ll be considered as Waiver slots open.

Tip: Keep notes on who you speak with, what they tell you, and any documents they request. Staying organized can make the process smoother.
